Make rune-NPCs a world quest?
As most of us know.. runes in NPC's doesn't belong in early game in a 7.4 atmosphere.
But RetroCores isn't a simple reset and relaunch game, people don't stop leveling when they reach the "end game" of traditional 7.4 style.. there that means around lvl 100.

In RetroCores, people keep making levels.. and for good reason...
We shouldn't discourage them from leveling.. why would we?
We want players to enjoy the game and feel they can still progress in it.

This often cause problems in older worlds... runes...
Higher levels require a lot of runes.. and we always end up with a discussion.. "should we enable Xodet runes?".
As for now, Xodet sell runes in Amera and Harmonia.
He's been selling runes in Harmonia for years already, and in Amera since August 2022.

But I have a possible solution for this, to stop the discussion before it even starts.
Lets be clear, no new and fresh world should have runes in NPC.. that's the way it is.
But every world at some point, will need rune assistance.

I am proposing a world quest.
A quest that anyone in the said world can "donate their time" to push the status of the quest until it reach a limit there once fully completed, Xodet and possible other NPCs would start selling runes.

Imagine, if a world had to give Xodet 10,000 life crystals.
It could be given by anyone.. in any amount... but once Xodet has obtained all 10,000 life crystals, you would be able to start buying runes from him, no matter if you did majority of the quest, or didn't do anything for the quest.

This would be as I call it.. "delayed content".. content that's "unlocked" after a certain time when players have done what's needed to unlock it.

Such quest, would be interesting and give players something to grind for.
It would also keep a nice delay on things that shouldn't be there in a new world.
But also would unlock automatically later on.

Now please understand, the 10,000 life crystal is only an example to explain how it could work.
The real thing would be different, maybe it would require multiple different items, and maybe in greater numbers to ensure it can't be unlocked too early.
Likely the "world quest" would include stages there both low and high levels could participate.
Low level to start the progress, but some sort of high level task to ensure no world can "accidentally" unlock it while nobody even reached level 50.

So the question should be simple enough.
Should we make RetroCores first "world quest" concerning runes in NPCs?
